Decision Criteria (Hantei)

If there is no winner by Ippon or Waza-ari, the corner judges will raise the flag corresponding to the competitor they consider the winner, based on the following criteria:

  • Effective damage
  • Initiative and fighting spirit
  • Attitude and dynamism during the bout

Warning and Penalty Procedure

When a prohibited technique is committed, the corner judges may indicate the infraction by shaking the flag corresponding to the offender while blowing the whistle in short repeated signals.

If a corner judge did not see the infraction, they may indicate this by raising both flags crossed at eye level.

If a corner judge determines that no infraction occurred, they may indicate this by waving the flags side to side.

The referee will apply the following procedure when announcing warnings and penalties related to prohibited techniques or actions:

  • First warning: The referee points to the chest of the offender and announces: “Chui-ichi”.
  • Second warning / first penalty: The referee points to the chest of the offender and announces: “Chui-ni”, then points to the offender’s face and announces: “Genten-ichi”.
  • Third warning / second penalty / disqualification: The referee points to the stomach of the offender announcing: “Chui-ni”, then points with two fingers to the offender’s face announcing “(Awasete) Genten-ni”, and finally disqualifies the competitor by declaring: “Shikkaku”.

Infractions may result in warnings, penalties, or disqualification at the discretion of the referee.

Serious fouls may be penalized immediately without prior warning.

Disqualifications

  • Receiving a second penalty (Genten-ni).
  • Repeatedly disobeying the referee’s instructions.
  • Any action considered intentional violence or a serious foul.
  • A competitor who refuses to continue fighting after the referee has called on them three times.
  • If both competitors show unwillingness to fight for more than 30 seconds, both may be disqualified.
  • If a competitor fails to appear within the established time (1 minute) when called, they will be disqualified.
